The MassHire Franklin Hampshire Workforce Board (FHWB) is one of sixteen local Workforce Development Boards in Massachusetts, serving 50 municipalities across the Franklin Hampshire region. With a proud history of public service and workforce innovation, we are committed to advancing economic opportunity for job seekers and ensuring a skilled, competitive talent pipeline for regional employers.

Established under the Workforce Innovation and Opportunity Act (WIOA) and designated by the Governor of Massachusetts, FHWB serves as the region’s official MassHire Workforce Board, with leadership from the Mayors of Greenfield and Northampton. We operate as a quasi-governmental organization with a singular mission: to shape, nurture, and sustain a regional workforce development system that promotes the economic well-being of a diverse workforce and business base.

Our work spans the full spectrum of workforce development. We:

• Set strategic workforce policy and invest state and federal funds to address critical labor market challenges.
• Procure, monitor, and oversee the region’s MassHire Career Center operator and service provider.
• Support job seekers through access to job training, placement services, and career advancement pathways.
• Partner with local employers to meet hiring and upskilling needs through no-cost, customized business services.
• Align workforce and education systems, bringing together K-12 schools, colleges, training providers, and employers to build career-connected learning opportunities.
• Analyze labor market data to identify high-demand industries and guide effective workforce investments.
• Serve as the regional convener and workforce broker, bringing together stakeholders from business, education, labor, government, and community organizations
• Create strategic partnerships that respond to local workforce trends and drive innovation in service delivery
